Tazer incident

I watched this footage about 4 or 5 times- Is Mr Dziekanski holding a weapon just prior to being tazed? I cannot observe one, however it is by no means conclusive from just watching the clip. The language barrier was obviously a key problem. Do you find this valuable?

As there was no immediate threat to life I cannot understand why the police did not wait until an interpreter could be sought. It was clear that this man was very fearful from the outset. I wonder why?
The officers that were dealing with him obviously attempted to communicate but due to the significant barriers, were unable to seek any kind of co-operation. Discharging the Tazer obviously escalated things and Mr Dziekanski was instructed to comply with certain requests, but how could he ? He did not understand English!!
